First off, Villagers and trainable units for Attack/Defense/Stealth/Security are listed below with how much strength they provide on their own.
♦Villagers: 100 Strength (Attack/Defense/Stealth/Security)
♦Soldiers: 300 Strength (Attack/Defense)
♦Warriors: 500 Strength (Attack)
♦Fortifiers: 500 Strength (Defense)
♦Stealth Ops: 500 Strength (Stealth)
♦Security Guards: 500 Strength (Security)
→Trainable units that are tailored towards the 4 miltary stats, give the same strength.
Secondly, even though all Tools have the exact same costs as Weapons, Tools strength's are much lower
♦Bloodzerker Sword: 200,000 strength (Attack Weapon #3)
♦Bloodmage Cloak: 10,000 strength (Stealth Tool #3)
→A Tool's strength is only 5% of the strength of the equivalent Weapon. 10,000 / 200,000 = 0.05 → 5%
This means that Weapons are 20 times stronger than Tools and/or the strength ratio between Weapons & Tools is 20:1
And lastly the strength multiplier for Stealth & Security upgrades is roughly 16 times stronger then the upgrades for Attack and Defense

The big increase in strength for the Stealth and Security Upgrades, almost makes up for the much weaker Items and balanaces out the Miltary Stats
